The metering valve is sticking on my 84 6.9. Can I take this out and clean it by it's self or is a rebuild required to fix this problem?

hi i have a 1990 ford e350 7.3 diesel i put a new water pump on and the two upper bults went in to far and jamed the injection pump gear. i removed the oil fill housing gear and injection pump. when looking through the side inspection hole while turning the gear their is no movement in the inspection hole.so i ordered a new injection pump and shaft the question is how do i know if i realy need the new parts i ordered and does the gear have matching timing marks thanks T.R.
