Subject: 1990 F250 wont start

Message:
Truck cranks good, but wont start. Have 12volts to the glow plug control module but nothing out when plugs are connected. I disconnected the plugs at the control module (so that there is no electrical load) and then have only 3.6volts. I have replaced the control module, but no help. any suggestions?

Thanks Dean
