I have a 1995 Chevy. The check engine light has been coming on for a while when I hit 65-70 mph, but then goes off when I let off the accelerator. I've also noticed an increase in black smoke and a slight decrease in power. Got a code 78. Can I fix this myself? If so, how? Thanks.

check for vacuum at the wastegate actuator hose, should be at least 20 INCHES of vacuum, if not trace back until you find the problem.
