 Subject: Cruise Control Cable on a '93 , GM 6.5 Turbo

I need to be reminded on how to attach the Cruise
Control Cable on a '93 , GM 6.5 Turbo. (It has a
mechanical Fuel Injection pump).
I put in a new longblock and Cannot quite get the cable
to work as it seems that it must cross over (in front or
behind) the throttle cable.
On that same note, any tips on getting the engine started
for the first time? I know you must prime the oil pump
but what about the fuel system?
Any help? TIA.
