2003 F250 7.3 powerstroke

I have an issue and don't know much about the diesel fords yet. When I turn on the ign. the fuel pump keeps running and doesn't ever stop. ( I thought that it would stop after fuel is primed) It's hard to start, stating fluid helps. Idles really rough and bogs down under acceleration. Any ideas? I changed out the fuel filter.

first of al NEVER EVERUSE STARTING FLUID IT WILLblow the ring off the pistons and easily blow up the glow plugs which will bend a valve or embed in piston and ruin the cylinder i have one in my shop right now custmer done the same thing.oh check the plug in to the IPR could be part of your problem.if rubber is gummy replace the plug

Could be a injector issue or glow plug issue. Any codes?
