Cummins shifting problem

My 95 Dodge truck (automatic) is having issues shifting into fourth gear. I've tried replacing the tps and the torque converter lockout solenoid, but no improvement. More often than not it doesn't go into gear, but when it finally does, it shifts out within ten seconds. Seems to be more likely to shift into fourth when I'm going up a hill. RPMs don't seem to make a difference - it'll drop down into third and send the RPMs up almost to 3000. The other gears seem to work fine. The truck has 180K miles on it, and had the tranny rebuilt at 100K. I'm out of ideas - any suggestions would be great.

I am having a problem with my brake pedal not comung all the way up which makes the lock-up converter not kick in. All I have to do is put my foot under the pedal and lift it just a little and all is fine. You may try this to see if it works for you. I am driving a Chevy but the Dodge should be the same.

I'll definitely give that a try and see what happens. Sure not something I would have thought to do. Thanks for the suggestion.
