Stanadyne IP problem on John Deere

Hey guys i'm new here just signed up here from Iraq and i really need your help with something. I have a 4cyl John Deere with a Stanadyne DB2435-5836 pump on it that won't start. I have great fuel pressure all the way up to the injectiion pump. Now that dilemma i have is that it was this plug on the bottom of the pump right underneath the injector lines and i'm not sure if this is the fuel solenoid or the shutoff solenoid. Either way i've swapped it with one from another identical engine and the old one worked on the other engine. The only two things i can narrow it down to is either the IP itself or the governor/whatever is underneath the top cover. I was thinking maybe those plastic flyweights fell apart in there but again not sure. I've even got 12 volts while cranking both at the bottow solenoid and at the top cover wires, and i can feel a click on both of them but something is not letting any fuel go from the IP through the injection lines at all. Any help is greatly appreciated! Thanks,
