I finally found the problem with my 94 6.5TD. It started with a somewhat loud "ticking" noise from the engine compartment a few weeks ago. It would "follow" the rpm's, so, it was most likely "something" running off the belt. Then I learned that the only function of the vacuum pump is to "control" the waste gate on the turbo. The "ticking" noise was a faulty vacuum pump! Instead of replacing the vacuum pump (never got a quote, but probably expensive including labor) I checked heathdiesel.com and found their "Turbo master boost control" unit. $ 109.00 plus freight. Installed it myself. (about 45 minutes. It helps if you have small fingers!!) Took the truck for a ride: After a few small puffs of black smoke at start-up, I could hear the turbo "whining" again, the power was back and no more black smoke! Billy, one more happy customer! Cheers!
